Who but Jesus Christ is Qualified to Rule the World?

I urge you in the sight of God who gives life to all things, and before Christ Jesus who witnessed the good confession before Pontius Pilate, 14 that you keep this commandment without spot, blameless until our Lord Jesus Christ’s appearing, 15 which He will manifest in His own time, He who is the blessed and only Potentate, the King of kings and Lord of lords, 16 who alone has immortality, dwelling in unapproachable light, whom no man has seen or can see, to whom be honor and everlasting power. Amen.
I Timothy 6:13-16

Potentate in NKJV, Ruler in NIV. Anyway, I looked it up in the dictionary, didn't write it down, can't find it only
One who has the power and position to rule over others; a monarch. www.freedictionary.com is close to it. I saw one that said, " A potentate is a person so powerful they don't have to follow the rules that govern everyone else" in www.vocabulary.com

Anyway, thought it interesting because in NKJV and KJV the word "Potentate" only occurs one time. Surely "Ruler" occurs many times in other versions. There must be a reason. Don't you think? Seems like the newer versions might not want to offend the modern generation. "Potentate" is much stronger than "Ruler" and even "Ruler" is too strong for most people. Isn't the idea of being ruled over, and, especially by a Potentate, something that might make many people uncomfortable? "Ruler" is bad enough.

Seems to me my one at home had the word or notion of "qualified" in it. In other words, who but the Creator of the world and giver of life would be QUALIFIED to rule the earth and everyone in it?
